In October 1996, 36 members of the Citizens' Commission on the Future of Oklahoma Higher Education accepted a formidable charge from the Oklahoma State Regents for Higher Education: identify direction-setting initiatives to guide Oklahoma higher education into and through the opening decades of the 21st Century.
During a yearlong effort, the commission studied a wide range of issues in the areas of demographics, technology, funding, higher education administration and economic development. Then in October 1997, the commission presented its findings and recommendations to the Regents.
The Oklahoma State Regents responded the following December by approving for implementation all 44 recommendations made by the commission.
In December 1998, one year after approving the implementation plan, the State Regents announced that all of the recommendations had been addressed in whole or in part.
