The Manual is organized into five chapters corresponding to major functions of the State Regents: Governance, Administrative Operations, Academic, Budget and Fiscal, and Student Financial Aid and Scholarships.

Every policy in the Manual follows a standard format and numbering system to allow staff, institutions and the public to more easily find information and locate citations.
