RESOURCES & FUNDING
Public colleges and universities are funded through a combination of many sources, the best known of which is state support – tuition and fees. Another major source of the total funding picture is sponsored programs from the federal government and other sources.

When all sources of revenue are considered, tuition and fees accounted for 27.5 percent of revenues in 2003, up from 26.8 percent in 1996. This compares to about 27.9 percent nationally.

The proportion of the state’s support of higher education budgets has declined since 1996. That year, 62 percent of institutional budgets were funded from state appropriations, whereas for FY 2005, only 50.3 percent of institutional budgets were covered by state funds. As a result, tuition has increased to meet the loss of state funding.

It should be noted that state appropriation per student in Oklahoma is $852 less than the national average. This major gap in funding has a profound impact on our ability to educate our students.

Tuition and Fees as a Percentage of Educational and General Revenue (Including Sponsored Programs).  In 2003 Oklahoma percentage was 27.5% while the national was 29.7%Educational and General Expenditures Per Fall FTE Student - Public Only.  Current Status 2001, Oklahoma was 13,399 and National was 16,525.

External Funding (Federal, Private, and Edowment) as a Percentage of National.  Current Status 2001 showed Oklahoma at 1.9%, and the National in THousands was 30,046,277. Tuition and Fees as a Percentage of Educational and General Revenue (Including Sponsored Programs).  Current Status 2001, Oklahoma was 19.0% and National was 23.4%.

Higher Education Expenditures as a Percentage of All State Government Expenditures.  Oklahoma current status for 2002 23.9%, and the National was 17.6%. State Appropriations per FTE Student National Average 6,262 and Oklahoma is 5,410.
Average Faculty Salary as a Percentage of National.  Current Status 2004, Oklahoma for Comprehensive 86.6%, Regional 79.2%, Two-Year 77.6%.
