November 2, 2005 :: State Regents Name New Vice Chancellor for Academic Affairs

Dr. Phil Moss has been promoted to the position of vice chancellor for academic affairs for the Oklahoma State Regents for Higher Education and began his new duties on Nov. 1, 2005.

Moss has been employed by the agency since August 1996 and has served as associate vice chancellor since 2000.

His professional background includes nineteen years with Western Oklahoma State College, Altus, where he was the director of learning resources and outreach before being promoted to dean of information services and distance education.

Moss graduated from the University of Central Oklahoma, Edmond, in 1975 with a bachelor’s degree in language arts, received his master’s of education from the University of Oklahoma, Norman, in 1977 and obtained his Ph.D. in adult and higher education in 1998.

“Dr. Moss has great understanding of academic issues, both here in Oklahoma and across the country,” said Chancellor Paul Risser. “He works tirelessly to assist in advancing the academic programs at our colleges and universities and to enable Oklahoma to offer powerful learning experiences for our students.”

The State Regents also promoted Pat Crown to the position of director of legislative relations. Crown will be responsible for educating the members of the Legislature on issues related to higher education.
