The Higher Education Opportunity Act (HEOA), Pub. L 110-315, was signed by President George W. Bush on Aug. 14, 2008, to reauthorize the Higher Education Act (HEA). The HEA had not been reauthorized since 1998 (P.L. 105-244). The HEA governs federal student aid, grants to institutions of higher education and other programs.
