Highlights this Week:

 

EOSC Names Interim President

 

Eastern Oklahoma State College will have an interim president pending approval by the school’s regents on May 3rd.  J.C. Hunt, the current director of EOSC’s branch campus in McAlester, has agreed to serve in this position.

 

Oklahoma Tuition Scholarship Program Repealed

 

Last Friday, April 19th, Governor Keating signed HB 1440, which repeals the Oklahoma Tuition Scholarship Program (OTSP).  The OTSP was originally created in 1999 and was intended to become available for students graduating high school in 2003.  The program would have offered a 2-year tuition scholarship to students meeting the following requirements: 26 ACT, 3.25 GPA, top 15% of class, family income up to $70,000.  The OTSP also had a unique condition that any other state or federal tuition aid the student received would count against this scholarship; this is a similar condition for the federal Hope Tax Credit, for which many of these students will be eligible.  The OTSP was projected to cost $2.5 million the first year and about $4.8 million each year thereafter.

 

A task force was created by the Legislature last year to review this program and all other state grant and scholarship programs in light of funding obligations for existing programs and the overall state budget environment.  That Task Force, which included financial aid officers and a member of the Council on Student Affairs (Gerald Williamson of ECU), recommended that the Legislature reconsider implementing the OTSP due to the funding needs of programs such as the Oklahoma Tuition Aid Grant (OTAG), the Oklahoma Higher Learning Access Program (OHLAP), and the Academic Scholars Program.  The State Regents endorsed the recommendation and sought this legislation to repeal the program.

 

The bill passed the Oklahoma House of Representatives 89-4 on March 7 and passed the Oklahoma Senate last Tuesday, April 16, by a 41-0 vote.

Concurrent Resolution Commends OU Political Communication Center

(GIT) The Senate adopted Thursday a concurrent resolution commending the University of Oklahoma Political Communication Center for its work.

    

SCR 54, by Sen. Cal Hobson, D-Lexington, and Rep. Bill Nations, D-Norman, commends the University of Oklahoma's Political Communication Center, all those involved in producing "Sights and Sounds of Oklahoma Politics", and directs distribution.

           

Hobson told Senate members that the work accomplished by the Center deserved recognition.  "It simply commends the Political Communication Center, part of the Department of Communication at the University of Oklahoma for their recent good work," said Hobson.  "They have recently published some DVD’s other films related to the sights and sounds of Oklahoma politics.  If you've not been down to see them, they're a remarkable display and video of the political history of Oklahoma."  SCR 54 was approved by unanimous consent.

           

Also on Thursday, Sen. Penny Williams requested reconsideration for one bill.  HB 2138, by Rep. Russ Roach, D-Tulsa, and Williams, D-Tulsa, states intent for Board of Trustees for Oklahoma State University/Tulsa to develop and implement a Technology Intern Partner Program, providing funding for internships and asking the Board of Trustees to develop criteria and procedure for the Program.  The vote to reconsider failed 24-9.

 

Taylor Comments on Keating's Comments on Taylor's Comments

(GIT)  The “press release/press conference" conversation between Governor Frank Keating and Senate President Pro Tempore Stratton Taylor, D-Claremore, regarding a hearing of the Governor's proposed overhaul of the teachers' retirement system and the budget continued on Friday and Taylor responded to comments Keating made at a press conference late Wednesday afternoon.

 

On Wednesday morning, Taylor released a statement offering to bring to a floor vote a measure which would change the Oklahoma Teachers' Retirement System from a defined benefit plan to a defined contribution plan. Taylor said he did not support the plan and did not think Senate Democrats would either, but said the offer was a way to "jump-start" budget negotiations between Democrats and Republicans in the Senate.

 

In the current defined benefit plan, teachers' retirement payments are paid out by the state at a set amount. Under the proposed defined-contribution plan, teachers would pay into an IRA-like account which would be invested in the private sector.

           

Keating failed to take Taylor up on his offer. Thursday afternoon, Keating said there was no "quid-pro-quo" ultimatum concerning the retirement plan and the budget. Keating said in his response to Taylor that the retirement plan proposal needed to be taken up with other     appropriations measures and that the Senate, House and Governor's office have already agreed to a study on the proposal.

 

Keating also said it was not the Republicans who were holding up the budgeting process, but Democrats who, Keating said, have failed to released a detailed overview of their budget proposal.

 

On Thursday, Taylor said that the retirement system overhaul, which Keating projected to create $67 million in revenue, is a necessary part of the Governor's proposed budget and that, without the change, the Executive Budget falls to pieces.

 

The Governor's budget states that one of the results of the defined-contribution plan would be "Freeing up over $100 million for OTRS employers in the first three years with over $67 million in the first year alone. (These funds were proposed to be used in this budget to increase the health benefit allowance paid to education employees and teachers)."

 

"It's the linchpin of his program," Taylor said. "Without it, the whole executive budget collapses. By refusing a vote on the Senate floor and opting for an interim study, Governor Keating has signaled to me that he's not really serious about pushing this program this year. That sends him back to the drawing board on his budget plan.

 

"First, Governor Keating said the retirement program should be lumped together with the rest of the budget legislation, but that would be logrolling--something specifically prohibited by the Oklahoma Supreme Court," Taylor continued. "Because of recent court rulings, we're considering each revenue bill separately this year and the retirement measure certainly falls into that category given its budget implications.

 

"His suggestion that it's going to be the subject of an interim study is equally confusing," Taylor said. "If he proposed it in his executive budget and is counting on its passage to balance his budget, why is he tying it to a study that won't begin until after session is adjourned?  We assumed that all his budget proposals were thoroughly researched, but apparently we were wrong."

 

Taylor said that if Keating doesn't want a vote on the retirement bill, the executive budget would need to be revised before budget negotiations can begin.

 

"As it stands now, the governor's revised budget has a $67 million hole in it. That makes it a worthless document as far as budget negotiations are concerned. Once Governor Keating drafts a new state budget reflecting the demise of his retirement program, we can get the budget negotiations moving again," Taylor said.

           

"With the conclusion of the session just a month away, we need to be dealing in realities, not unbalanced budget plans," Taylor concluded.  "The longer that Governor Keating stalls this process, the more likely it is that he and his Republican colleagues could cause a government shutdown."
