Highlights this Week:

 

Senate Votes to Approve Regent Appointments

On Monday, April 15, 2002, the Oklahoma State Senate voted 44-0 to approve the following regent appointments:

Bill Burgess, Lawton, to the Oklahoma State Regents for Higher Education, to serve a nine-year term ending May 16, 2011, succeeding himself. (Maddox)

V. Burns Hargis, Oklahoma City, to the Board of Regents for the Oklahoma Agricultural and Mechanical Colleges, to serve an eight-year term ending April 4, 2010, succeeding John Polkinghorne. (Douglass)

Jon R. Stuart, Tulsa, to the Board of Regents of the University of Oklahoma, to serve a seven-year term ending March 21, 2009, succeeding Robin Siegfried. (Williamson)

 

Senate Education Committee Approves Nominations

(GIT) The Senate Education Committee unanimously approved three executive nominations Monday, in front of a virtual who's who in Oklahoma. Nominations for Burns Hargis, Bill Burgess and Jon Stuart will now progress to the Senate floor.

 

After Chairperson Penny Williams, D-Tulsa, called the meeting to order, Sen. Brooks Douglass, R-Oklahoma City, introduced Burns Hargis who has been nominated by Governor Frank Keating to serve on the Board of Regents for the Oklahoma Agricultural and Mechanical Colleges.

 

Hargis said he was honored by the nomination he received from the governor, and he recognizes the importance of the task at hand. "I think we can all agree that one of the most pressing challenges that we have in the state is the quality and the number of college graduates that we have," Hargis said. "It's absolutely essential to any sustained and long-term progress. To do that, we're going to have to have strong institutions of higher learning."

           

Dr. James Halligan, President of Oklahoma State University, approved of the nomination. Halligan said the administration, faculty and students were delighted to see Hargis nominated to the Board of Regents.

 

Sen. Robert Kerr, D-Altus, said Oklahoma is one of the poorest states in the nation, and asked Hargis if he thought OSU would "contribute to the job and growth factor."  Hargis said that Oklahoma should take a more proactive position in searching for industries to build in the state. "We kind of rode the oil and gas and agriculture horses for a long time, and they served us well," Hargis said, "but we're going to have to broaden that base.  OSU…in the area of research is bringing in great high paying jobs, which I think will manifest itself in the private sector in time."

 

After the committee approved Hargis, Senator Jim Maddox, D-Lawton, introduced Bill Burgess, who is nominated for the Oklahoma State Regents for Higher Education.  Senate President Pro Tempore Stratton Taylor spoke in favor of the Burgess nomination. "I'm here to support the correct candidate for the Higher Regents," Taylor said.

           

Williams then prompted Burgess to relate his vision for higher education. "Higher education, all education, is a righteous cause," Burgess said. He said his father and his wife's father were both sergeants in the Army. "Higher education has been very important to the success we have managed to have in this world. It's just a righteous cause. I don't think you can do anything more for any child than to pursue education for all of our children."

 

Williams asked Burgess for suggestions for dealing with the problems associated with this year's lean budget. "Looking at the grim picture of the budget shortfall, do you have any ideas for us?" Williams asked.  "I look at this as a two-edged sword," Burgess said. "Obviously it's going to be a tough year, but at the same time, that forces us as public appointees to look at what we do, how we do it, to try to maintain quality, and at the same time, look for the most efficient way to deliver higher education to the taxpayers."

 

The committee approved of Burgess with a vote of 15-0.

           

Senator James Williamson, R-Tulsa, introduced Jon Stuart, President and CEO of First Stuart Corporation and nominee for the Board of Regents of the University of Oklahoma.  David Boren, President of OU, addressed the committee. "The OU family is real enthusiastic," Boren said. "The Stuarts are wonderful supporters of the university."

 

The committee voted unanimously to approve the nomination of Stuart.
