OKLAHOMA STATE REGENTS FOR HIGHER EDUCATION

On Thursday, April 4, 2002, Governor Frank Keating reappointed Bill Burgess of Lawton to the Oklahoma State Regents for Higher Education. Regents Burgess will serve a term ending May 16, 2011. Johnny Bailey of Oklahoma City was named to the Board of Regents of Oklahoma City Community College to serve a term ending April 22, 2009, succeeding Dan Hardage. Senate confirmation is required on both appointments.
The Senate Education Committee will hold confirmation hearings on Monday, April 15, 2002, at 1:00 p.m. for Bill Burgess to the State Regents, Burns Hargis to the A&M Board of Regents, and Jon Stuart to the University of Oklahoma Board of Regents.

(GIT) The Senate Appropriations Subcommittee on Education on Tuesday held a meeting to discuss some potential funding numbers for the 12 Oklahoma agencies under their budgeting authority.
While all of the agencies received some reductions, the numbers reflect the Legislature's and the governor's intent to hold classrooms harmless in this year's budget cuts.
Many of the agencies on the list--the Arts Council, the Commissioners for the Land Office, the Department of Libraries, the Physician Manpower Training Commission, the Private Vocational School Board and the Commission for Teacher Preparation--would each receive even five percent cuts.
The Oklahoma Educational Television Authority and the Oklahoma Commission for Advancement of Science and Technology would also receive five percent budget reductions, though the removal of one-time funding measures from last year make the cuts appear to be higher.
The "big three"--the Department of Education, the Regents for Higher Education and the Department of Career Technology Education--would receive lesser cuts.
The Department of Education, under the numbers released by the subcommittee, would receive about a 1.6 percent cut, which amounts to about $32 million. CareerTech would be cut 1.5 percent, or about $2 million. The Regents for Higher Education, after adding in $14 million to make up for lost gross production tax revenue, would face a cut of about 1.6 percent, or about $11 million.
Claudia San Pedro, of the Senate fiscal staff, said the cuts for those three entities may increase, however, because of a Tuesday announcement that March revenues failed to meet expectations.
Subcommittee Chairman Cal Hobson, D-Lexington, told agency heads who were present, "What we do to you today is not what we want to do."
Total funding in the Senate education budget decreased 2.2 percent, or more than $68 million, compared to last year. There are still several unresolved issues with the education budget. Some programs, including the Great Expectations reading program, the VISION project, the Academic Performance Index and two regional science and math centers, were funded with one-time funds. Those programs will need to either be cut or find funding from other revenue.
In addition, OETA needs more than $300,000 for its conversion to digital television over the next year.
The State Regents have requested additional funds for the Oklahoma Higher Learning Access Program, the Academic Scholars Program and the Oklahoma Tuition Aid Grant Program. Those requests total nearly $8 million.
The Department of Education has a laundry list of items to exempt from cuts or to be funded totaling nearly $38 million. Those items include teacher pay and benefits, textbook funds, and money for National Board Certified Teachers, the SoonerStart program, the National Adult Literacy Survey, and school lunches. To fund these items, the department may be forced to dip further into state aid, which constitutes $1.6 billion of their budgets.
The House Appropriations and Budget Subcommittee also met on Wednesday, but they did not have any agreed upon figures for Oklahoma's educational entities. That subcommittee split up into sub-subcommittees, one to examine each agency and determine how deep, and where, to make cuts. At the Wednesday morning meeting, chairman Jack Begley, D-Goodwell, said he wanted to have five agencies done by next Monday, and half the educational agencies done by the end of next week.
Governor Frank Keating today sent a letter to State Auditor and Inspector Clifton Scott and Office of State Finance Director Tom Daxon asking them to develop a joint assessment and review of the Department of Career and Technology Education and its constituent institutions.
In his letter, the Governor asks Scott and Daxon to perform this analysis in order to provide the public and policymakers with an objective, unvarnished assessment of the CareerTech systems financial picture, its programs and the outcomes it produces.
It is my hope that changing this debate from what some perceive as a pitched battle to a clinical, independent examination of empirical data will provide a much more constructive basis to discuss the future of the system, the Governor wrote.
The Governor wrote he is implying no wrongdoing by asking for this review. For the record, this study is not intended to be punitive or judgmental. It is my hope that your research and recommendations will provide a blueprint to both transform and preserve the educational mission of CareerTech.

Governors Association to Feature Oklahoma Higher Education
The National Governors Association Center for Best Practices will hold a “learning laboratory” in Oklahoma City on April 16 and 17 to feature Oklahoma’s systemic efforts to prepare and support students for college success. The title of the conference is “Brain Gain 2010: Oklahoma’s Strategies Promoting College Success.” The program includes presentations on the Educational Planning and Assessment System (EPAS) as well as other early-intervention efforts such as the Oklahoma Higher Learning Access Program (OHLAP). HB2068 Goes to the Governor
A bill that will authorize the OSU/A&M Board of Regents to establish an Institute for Issue Management and Alternative Dispute Resolution is now on the Governor’s desk for signature. The Institute will be part of the Seretean Wellness Center at OSU. The scope of services and activities will be limited to issue management, alternative dispute resolution, collaborative discussion, deliberation, conflict prevention, communication, training and decision making.
