OKLAHOMA STATE REGENTS FOR HIGHER EDUCATION

On Tuesday, April 2, the Legislative leaders announced a budget agreement that would protect public education and health care programs from budget cuts. Within this agreement, Higher Education, Common Education and CareerTech will be shielded from any further reductions and will be funded for FY03 at the same level as the adjusted budgets for the current fiscal year. Report Shows Improvement in College Preparation

(GIT) The Oklahoma State Regents for Higher Education released their annual Student Remediation Report during Thursday's regularly scheduled meeting and the results were positive. The report showed that remediation rates among incoming college freshmen continued to improve which will bring Oklahoma more in line with other states. Chancellor Hans Brisch had pointed out when announcing his retirement last fall that the honor he was most proud of was being recognized as Oklahoma's "student success chancellor," a nickname that fit in with the report.
"The success of Oklahoma's students will always be a priority for the State Regents," Brisch said. "I am encouraged by this latest report that shows that our high school students are continuing to improve in their preparations for college. It's this kind of effort - from both our schools and our students - that will help push our great state forward as we enter the 21st century and into a knowledge-based economy."
He pointed out that there was a moral obligation by higher education to ensure that incoming freshmen - whether straight out of high school or returning adults - have been prepared with the necessary skills and
education to succeed in college. Brisch added that other states' colleges that require remediation have seen improvements in the area of student retention and success levels.
Oklahoma public colleges and universities require non-credit remedial courses for those students who don't demonstrate minimum competencies in one or more of the four core areas of mathematics, English, reading and science. Any students who scored below a 19 on an ACT subject test in any of those areas are required to either enroll in a remedial course or take additional testing in that subject area.
The report also showed that 37 percent of first-time freshmen who entered college during the past academic year enrolled in remedial courses, a number that was the lowest percentage in five years. Nearly 32 percent enrolled in remedial math and close to 14 percent enrolled in remedial English.
Also shown in the study was that from fall 1995 to fall 2000, the percentage of freshmen with ACT scores below 19 in the subject areas of mathematics, English, science and reading was down substantially. The percentages ranged from 6.6 percentage points for English (27.2 to 20.6 percent) to 1.8 percentage points for reading (20.7 to 18.9 percent). Mathematics fell from 33.7 to 27.5 percent, while science dropped from 21.4 to 16.4 percent.
The report also showed that adults required more remediation than students who enrolled straight out of high school. Approximately 51 percent of adult freshmen enrolled in remedial courses during the 2000-2001 school year compared with 36.6 percent of freshmen directly from high school. During that same time, a total of 35,378 students enrolled in remedial classes with 75.8 percent taking those classes at two-year colleges.
"Our community colleges continue to provide more remediation courses to students in the state system, which is consistent with their mission and the State Regents' goal of focusing the majority of remediation at the two-year level. In fact, community colleges provide approximately 60 percent of remedial instruction nationwide," State Regents' Chairman Joe Mayer said, adding that state system institutions generated approximately $2.1 million from student-paid remedial course fees.
The remedial courses come with an extra fee paid for by the students. The fees cover the direct cost of providing the courses and range from $39 for a three-hour course at a state two-year college to $72 for a three-hour course at a comprehensive university.
Also detailed in the report was the benefit that remedial courses have on those who need it the most - under-prepared high school students, place-bound returning adult students and students for whom English is a second language. The study pointed out that the higher education levels ultimately achieved by those students have a direct, positive effect on society and the state's economy as a whole.
Several initiatives have been implemented since 1993 in order to assist students in preparing for college. The State Regents have increased the high school core curricular requirements for college admission from 11 courses to 15.
The Regents also started the Educational Planning and Assessment System, which provides information on academic progression in core content areas for eighth and 10th grade students. Four-fifths of Oklahoma's school districts currently participate in EPAS, which accounts for more than 90 percent of all eighth and 10th grade Oklahoma students.
Teacher preparation has also been strengthened by stricter requirements. All elementary, special education and early childhood development education majors are now required to complete 12 credit hours in each of four subjects - mathematics, English, science and social sciences.
Additionally, a third option for college admission was added solely on a student's GPA in the State Regent's 15-unit high school core curriculum, and those Oklahoma high schools that demonstrate superior student preparation are now publicly recognized.

State Regents Recognize High Schools for Low Remediation

(GIT) Nine high schools were recognized Thursday for maintaining the lowest remediation rates in Oklahoma from 1998 to 2000. The Oklahoma State Regents for Higher Education named the schools as ranking the highest in the latest High School Indicators Project. Edmond Memorial, Weatherford, Deer Creek, Burns Flat-Dill City, Cheyenne, Lomega and Arapaho high schools, along with Tulsa's Holland Hall School and the Oklahoma School of Science and Math (OSSM) in Oklahoma City, were recognized for having the lowest remediation.
This is the second consecutive year that the honor has been awarded to the high schools. Edmond Memorial, Weatherford, Deer Creek, OSSM and Holland Hall are repeat honorees. Arapaho received a top school award last year, and added an honorable mention accolade this year.
"There are three keys to ensuring student success in college: preparation, preparation, preparation," Chancellor Hans Brisch said. "And that has never been truer than it is today as our state moves further into the 21st century."
Recent studies have indicated that better preparation by high school students leads to better opportunities to succeed in college. The State Regents have emphasized the need for remediation in recent years.
"We are living in a knowledge-based society, and it is imperative that Oklahoma students have the skills and knowledge needed to compete on a level playing field with their counterparts in other states," Brisch said. "That's why I am extremely pleased with the commitment that these high schools have demonstrated in getting their students up to speed. All of the teachers, administrators and staff, and especially the students, are to be commended."
The school districts were divided into eight categories based upon the number of students in each district. For instance, top performer Edmond Memorial competed against 17 high schools from school districts with 10,000 or more students while Lomega competed against 72 high schools from school districts with less than 250 students.
Private schools, "magnet" schools and the Oklahoma School of Science and Math were placed in special categories. Schools with five or fewer students enrolled in college during the three-year period were excluded from the report.
The High School Indicators Project based the rankings on each school's average percentage of college freshmen enrolled in remedial courses during the past three years. Those rates must have been under 20 percent, with honorable mention given to those schools not in first place that posted remediation rates of less than 10 percent.
Feedback on educational performance measures to high schools is also provided in the data. The program was created in 1990 by state lawmakers to help evaluate Oklahoma schools and school districts. Multiple measures are required from the State Regents, the State Department of Education and the Office of Accountability.
Copies of the High School Indicators Project reports are mailed out annually by the State Regents office to Oklahoma high school principals, superintendents and school boards.
"The commitment and dedication these schools have shown as they try to better prepare our young people for the rigors of college will hopefully serve as examples to other high schools across the state," State Regents' Chairman Joe Mayer said. "It's that determination and mindset that will help produce more college graduates in the state and help ensure Oklahoma's positive involvement in the global marketplace for years to come."

SB 1222 (Haney/Mass) – SALARIES/STATE CHIEF EXECUTIVE OFFICERS. “The State Chief Executive Officer Salary Act”; creating the nine-member State Chief Executive Officer Salary Commission; requiring the Office of Personnel Management to conduct a salary and fringe benefit survey every three years regarding state chief executive officers and make recommendations to the Commission; providing pay grades to be used in determining salary range; establishing permissible salary ranges; prohibiting reduction of a chief executive’s salary if it is greater than the assigned maximum pay grade.
