GOVERNOR KEATING ISSUES STATEMENT ON PASSING OF
SENATOR LARRY DICKERSON
Oklahoma City- Governor Frank Keating issued the following
statement Thursday following the death of Senator Larry Dickerson of Poteau:
"Larry Dickerson devoted two decades of his
all-too-brief life to public service, first as a prosecutor in LeFlore County
and later as a member of the Senate from Poteau. No legislator was more energetic in defense of his views, but no
matter which side of the debate you were on, Larry Dickerson was always an
honorable and respected spokesman. He
represented his district with integrity, with distinction and with a true
dedication to service. I know that he
was still at work at the Capitol just days before his passing, doing the job he
was elected to do. I especially admire
his tremendous courage as he continued his service to his constituents, despite
the severity of his illness. Cathy and
I extend our prayers and sympathy to the members of the Dickerson family. Our state is better today because Larry
Dickerson served, as it is poorer for his passing."
Governor Keating has ordered state flags lowered to
half-staff in honor of Senator Dickerson.
Faculty Employment Bill Laid Over
On Wednesday, the Senate began consideration of SB 903 on
the Senate floor. SB 903 would require
written notification to faculty of reasons for changes in employment

Two amendments to the bill were adopted:
The first amendment, by Sen. Owen Laughlin (R - Woodward),
added Northwestern Oklahoma State University and Oklahoma Panhandle State
University to list of entities exempted from the legislation in subsection B of
Section 1.
The second amendment, by Sen. Frank Shurden (D - Henryetta),
deleted all language exempting any institutions from the legislation (thus
making the first amendment moot).
Specifically, the amendment deleted the phrase "Except as provided
in subsection B of this section" at the beginning of subsection A, and
deleted all of subsection B.
The bill was then "laid over" which means
consideration of the bill stopped, but that consideration can be resumed on a
future date.
Bills to Repeal Oklahoma Tuition Scholarship
Program Move Ahead
On Thursday morning, the House approved HB 1440 which
would repeal the Oklahoma Tuition Scholarship Program (OTSP). The bill was requested by the State Regents
and is based on recommendations of the Task Force on State Scholarships and
Student Aid Grant Programs that met last interim. The OTSP is a new merit scholarship program scheduled to become
effective for 2003 high school graduates.
The Task Force recommended that the Legislature reconsider
implementation of the OTSP in light of pressing funding needs for existing
state grant and scholarship programs such as the Oklahoma Tuition Aid Grant,
the Oklahoma Higher Learning Access Program, and the Academic Scholars
Program. The OTSP is projected to cost
$2.5 million the first year and $5 million annually thereafter. The bill passed by an 89-4 vote. A similar bill, SB 1523, passed the Senate
floor earlier in the week by a 42-0 vote.
During consideration of HB 1440 on the House floor,
Rep. Doug Miller (R - Norman) moved to amend the bill by adding two
appropriations from the state's Constitutional Reserve Fund (Rainy Day
Fund). One section would have
appropriated $19 million to the University of Oklahoma for its weather center;
the other would have appropriated $19 million to Oklahoma State University for
biotechnology research. An initial
voice vote was unclear as to which side had a majority. Subsequently, a recorded electronic vote was
requested and the amendment failed by a 28-65 vote. The roll call of the vote on the amendment can be viewed at the

OU & OSU REGENTS AMONG GOVERNOR KEATING'S
APPOINTMENTS
Oklahoma City - Governor Frank Keating announced
appointments Thursday to state boards and commissions including individuals to
the OU and OSU Board of Regents.
The Governor named Jon Stuart of Tulsa to the University of
Oklahoma Board of Regents to serve a term ending March 21, 2009, succeeding
Robin Siegfried. Governor Keating also
named V. Burns Hargis of Oklahoma City to the Board of Regents for the Oklahoma
Agricultural and Mechanical Colleges to serve a term ending April 4, 2010,
succeeding John Polkinghorne. Senate
confirmation is required for both appointments.
