Highlights This Week:

 

 

[Note:  We are still reviewing the dozens of bills passed this last week of the legislative session.  We will update any additional items next week.   The Governor has until 15 days after the end of the session (June 8) to act on bills passed the last week of the session.]

 

 

 

Legislature Finalizes Appropriations:   On Thursday this week, the Legislature finished passing funding bills and adjourned the session one day early.  Additional higher education funding was contained in at least three different bills that are now on the Governor’s desk. 

·         SB 239 provides additional funding of $34 million to higher education.

·         SB 310 appropriates $78.7 million from the state’s “Rainy Day Fund”, including $2.7 million for the University of Oklahoma Weather Center and $2.5 million for the Oklahoma State University/Tulsa campus.

·         HB 1570 amends the appropriations made in SB 239, appropriates an additional $600,000, and increases the limits for projects financed through the State Regents’ master lease program (sections 11-16 of the bill)

Governor Signs Tuition Bill:   On Monday, Governor Keating signed SB 596, an historic tuition bill which authorizes the State Regents to increase tuition no more than 7% per year over the next five years; nonresident tuition increases are capped at 9% annually.  In addition, the bill authorizes tuition increases at professional schools not to exceed 10% annually for residents and 15% annually for nonresidents.

Governor Vetoes Workforce Investment Act:  On Wednesday, Governor Keating vetoed HB 1388, the Oklahoma Workforce Investment Act.  One provision of the bill created local workforce investment boards that would have included representatives of community colleges.  The Governor gave the following statement explaining his veto:

“I have vetoed HB 1388 because it inappropriately limits the flexibility of the Workforce Investment Board and creates confusion in the Workforce Investment Act arena by duplicating, sometimes with conflicting provisions, much of the Workforce Investment Act implementation laws. Unfortunately the legislature chose to include in this bill two provisions which are important for Oklahoma.  The bill provides for funding for the Oklahoma Department of Career and Technology to administer a statewide offender employment training program and provides for the extension of the 50 percent reduction in the unemployment tax paid by employers which is scheduled to terminate at Dec. 31, 2001.  I heartily support these final two items and call on the legislature to readdress these issues as soon as possible.”

SB 377 (Monson/Askins) - NURSING PRACTICE.  Expanding the purpose of the Oklahoma Nursing Practice Act to include advanced unlicensed assistive personnel; providing for a designation as graduate nurse practitioner, graduate nurse anesthetist, graduate clinical nurse specialist or graduate nurse-midwife for registered nurses with temporary recognition to practice as advanced practice nurses; expanding membership of the Board of Nursing from nine members to 11; requiring nomination and appointment of members based on geographical areas; removing the limitation on the number of names submitted for appointment; requiring a criminal background search for licensure of registered nurses and practical nurses; expanding reasons for which nurses may be subject to disciplinary action; requires that an approved program for practical nurses be in a school approved by the Department of Career and Technology Education or licensed by the Board of Private Vocational Schools.  http://www.lsb.state.ok.us/2001-02SB/SB377_int.rtf
