The floor substitute authorizes the State Regents to establish resident tuition by no more than 7 percent annually over the next five years; authorizing maximum annual increases of 9 percent for nonresident tuition, 10 percent for resident tuition at professional schools (law, medicine, dental, veterinary medicine, etc.), and 15 percent for nonresident professional school tuition.
