Highlights This Week:

 

 

House Passes Tuition Bill:   On Thursday, the Oklahoma House of Representatives passed a bill authorizing the State Regents’ to increase resident tuition by no more than 7% annually over the next five years.  The bill, SB 596, passed on a bipartisan vote of 70-28.  The “yes” votes included 37 Democrats and 33 Republicans while the “no” votes included 15 Democrats and 13 Republicans. 

 

The bill would also authorize maximum annual increases of 9% for nonresident tuition, 10% for resident tuition at professional schools (law, medicine, dental, veterinary medicine, etc.), and 15% for nonresident professional school tuition.

 

Note:  As passed by the House on Thursday, the text of SB 596 contains a drafting error that may likely require correction.  The error relates to how the percentage increase limits are calculated.  At least two options are available to the Legislature to address the issue.  One is for the Senate pass SB 596 and send it on to the Governor.  Then a separate “trailer” bill could be passed to correct the problem.  Another option is for the Senate to reject the House version of the bill, send the bill a conference committee where the corrections would be made, and the bill then be submitted to one more vote in both the House and Senate.

Education Funding Subcommittee Gets $100 Million:   On Wednesday, Legislative budget leaders announced the allocation of $100 million to the funding subcommittee responsible for state education budgets-- including K-12, higher education, and career-technology.  The $100 million will be distributed by the subcommittee among the three large education agencies as well as several smaller agencies.  Other agencies under the purview of the subcommittee include the Oklahoma Center for the Advancement of Science and Technology (OCAST), the Commission for Teacher Preparation, Oklahoma Education Television Authority (OETA), the Department of Libraries, and the School of Science and Math.

 

The Senate Pro Tempore and House speaker also announced the members of the joint subcommittee, officially called the Education Subcommittee of the General Conference Committee on Appropriations (GCCA).  The members include:

Senate Withdraws Bill on At-Risk Students:  This week, the Senate sent HB 1661 back to the Senate Education Committee, where it will likely remain until the 2002 legislative session.  The bill deals with at-risk high school students and the ability of career-technology centers to offer high school science and math courses.  The bill text is available at:  http://www2.lsb.state.ok.us/2001-02SB/hb1661_sflr.rtf
