Highlights This Week:

 

 

Governor Approves Higher Education Supplemental Appropriations:  On Monday, Governor Keating announced his actions on SB 1564, the bill providing FY2002 “base” appropriations for most state entities as well as $96 million in supplemental appropriations for the current fiscal year.  The bill contained a total of $837.5 million for higher education— $820.7 million for FY2002 and $16.8 million in supplemental appropriations.  The supplemental appropriations consisted of three funding items-- $2.8 million for debt payments on bond-funded capital projects; $5 million for utility costs; and $9 million for the endowed chairs program.  The Governor approved all the appropriation items for higher education except one-- a $5.1 million appropriation for the State Regents’ FY2002 administrative budget.  This appropriation was one of fifty-five sections, totaling over $302 million, vetoed by the Governor.

Tuition “Shell” Bill Survives Committee Vote:   On Wednesday, the House Appropriations and Budget Committee narrowly approved SB 596, the tuition “shell” bill that will likely be used for any tuition proposal considered by the Legislature this session.  The bill does not currently contain a recommended tuition increase.  The committee vote, 23 yes to 20 no, was conducted by a show of hands; individual committee member votes were not recorded.  The bill will now move to the House floor.

Subcommittee Turns Down Private College Student Grant:   On Monday, the House Appropriations and Budget Subcommittee on Education voted down SB 586, the Oklahoma Tuition Equalization Act.   The bill would have created a new student financial aid program to provide $2,000 grants to eligible students attending private universities in Oklahoma.  The program was estimated to have cost about $10 million annually.  The vote on the bill was conducted by an unrecorded voice vote.

Scholarship Task Force Bill Advances:   On Tuesday, the House Higher Education Committee approved SB 149 by a unanimous vote.  The bill creates a Task Force on State Scholarship and Student Aid Grant Programs to evaluate Oklahoma’s financial aid resources and the effectiveness of the state’s programs toward increasing the number of college graduates.  The Task Force would make a report to the Legislature by December 14, 2001.  The bill now heads to the House floor for further consideration.

College Savings Tax Deduction Approved by Committee:   The Senate Finance Committee approved HB 1896 on Tuesday.  The bill would authorize a state income tax deduction of up to $2,500 for contributions to accounts in the Oklahoma College Savings Plan.  The savings plan, created by the Legislature, opened in April 2000.  It now has over 2,200 accounts with more than $4.4 million in invested assets.  The bill will be considered next on the Senate floor.
