Highlights This Week:

 

 

Supplemental Appropriations Await Governor’s Action: This week the Senate and House passed a “general appropriations” bill that would provide “base” level funding for all state entities in the next fiscal year, but also contained $96 million in supplemental funds for the current year.  The bill contains a total of $837.5 million for higher education— $820.7 million in “base” funding for FY2002 and $16.8 million in supplemental appropriations.  The supplemental appropriations consist of three funding items-- $2.8 million for debt payments on bond-funded capital projects; $5 million for utility costs; and $9 million for the endowed chairs program.

 

HB 1564 passed the Senate on Tuesday by a 31-15 vote and then received House approval on Wednesday by a 58-42 margin.  The votes split largely along party lines, with Democrats voting in favor and Republicans opposing.  In the Senate, the 31 yes votes included 28 Democrats and 3 Republicans; the 15 no votes were all Republicans.  In the House, the 58 yes votes were cast by 50 Democrats and 8 Republicans; the 42 no votes came from 40 Republicans and 2 Democrats.

 

The bill was sent to Governor Keating on Thursday.  He has five days, excluding Sunday, to act on the bill.  The Governor has the authority to veto any or all appropriation sections in the bill.
