Highlights This Week:

 

 

Supplemental Appropriations Stall:  On Wednesday, the Oklahoma House of Representatives passed a supplemental appropriations bill (HB 1564) by a narrow 52-46 vote.  The bill contains a total of $96.7 million in appropriations with $17.9 million specifically allocated to higher education:

·         $2.8 million for debt payments on capital bond projects

·         $5 million for utility assistance because of high natural gas prices

·         $9 million for the backlog of matching fund requests in the Endowed Chairs program

·         $1.1 million for the digital television conversion of TV 35 owned by Rogers State University

The vote on the bill was almost exclusively along party lines with Democrats voting yes and Republicans voting no.  Rep. Terry Ingmire (R – Stillwater) was the only Republican to vote in favor of the bill.  No Democrats voted against the bill.  The bill's emergency clause, which requires a two-thirds approval (68 votes) and allows the bill to become effective immediately upon the Governor’s signature, did not pass.  Without the emergency clause, the appropriations in the bill would not be effective until 90 days after the end of the legislative session, or about September 1.  Rep. Ingmire was joined by Rep. Wayne Pettigrew (R – Edmond) as the only two Republicans voting in favor of the emergency clause in a 53-45 vote. 

 

Rep. Mike Mass, Chair of the House Appropriations Committee, lodged a parliamentary motion allowing him to have the failing vote on the emergency clause reconsidered.  On Thursday, he exercised that option, but the second vote on the emergency clause also failed by a similar 54-45 vote.  Rep. Ingmire was the only Republican member to vote for the emergency clause.  The bill now goes to the Senate. 

 

Later on Thursday, the House Republicans proposed a supplemental appropriation of $66.4 million, some $30.3 million less than the $96.7 million in HB 1564.  Governor Keating endorsed the proposal.  As for higher education items, the Republican proposal would eliminate the $9 million for endowed chairs, reduce the amount appropriated for utility costs, and eliminate the funding for the TV digital upgrade at Rogers State University.

 

The Senate now has the option of amending HB 1564 and sending the bill back to the House for one more vote.  The Senate could change the bill to make it more acceptable to the House Republicans, possibly allowing a subsequent successful House vote on the bill and its emergency clause.  The emergency clause in the Senate requires at least 32 votes.  Since there are only 30 Senate Democrats, support of the bill by some Senate Republicans will be required.

·         Steve Miller, of Hobart, was reappointed to the Board of Regents of Western Oklahoma State College, to a term ending March 24, 2008
