LEGISLATIVE
UPDATE
48th Oklahoma Legislature
First Session - 2001
OKLAHOMA STATE REGENTS FOR HIGHER EDUCATION
Friday, February 16, 2001
Highlights This Week:
Senate Subcommittee Forwards Two Tuition Bills: On Wednesday, the Senate Appropriations Subcommittee on Education gave approval to two tuition bills. SB 580 would provide the State Regents authority to set tuition and fee limits [text: http://www.lsb.state.ok.us/2001-02SB/SB580_int.rtf ]. SB 596 is a “shell” bill that could be used for increasing current statutory tuition limits [text: http://www.lsb.state.ok.us/2001-02SB/SB596_int.rtf ]. Both bills will be considered by the full Senate Appropriations Committee next week.
The Subcommittee also approved SB 586, which would create the Oklahoma Tuition Equalization Grant Program [text: http://www.lsb.state.ok.us/2001-02SB/SB586_int.rtf ]. The program would provide grants of $2,000 to state residents attending private/independent colleges in Oklahoma.
Final Revenue Estimates to be Certified Next Tuesday: The State Board of Equalization will meet Tuesday, February 20, to certify the final estimate of funds available for appropriation by the Legislature this session. An initial estimate of the Board in December projected $298 million in additional revenue for the 2001 session. Following Tuesday’s certification, the appropriation level can be altered only if there are changes in law that effect revenues.
Senate Appropriations Chair Urges Caution on State Budget: On Tuesday, Sen. Kelly Haney, Chair of the Senate Appropriations Committee, issued a press release urging a cautious approach to state budget decisions. Sen. Haney noted that a number of states are already facing unexpected funding shortfalls due to declining revenues.
His press release can be found by going to http://www.lsb.state.ok.us/senate/welcome.html and following the menu from “Senate News” to “Senate Press Releases” to “February.”
Governor’s Budget Available On-line: Governor Keating’s FY2002 Executive Budget is now available online at http://www.state.ok.us/osfdocs/bud02hp.html. The higher education recommendations are contained in Section 2 of the document.
