OKLAHOMA STATE REGENTS FOR HIGHER EDUCATION

Highlights
Appropriations Finalized, Veto Frees Up $2.8 Million: After the Governor’s actions last week on the remaining appropriation bills, higher education ended up with total state funding of $816.2 million for FY2001, an increase of $44.0 million over FY2000.
In an unusual development, Governor Keating vetoed a section in SB 965 that actually freed up $2.8 million in additional funds for higher education.
OTRS Retirees to Receive COLA and Health Insurance Benefit Increase: Beginning July 1, retirees in the Oklahoma Teachers Retirement System (OTRS) will receive an average cost-of-living-adjustment (COLA) of 1.8% in their monthly retirement benefits. In addition, SB 994 increases the monthly health insurance subsidy each retiree receives from about $70 to $100. The OTRS Board has estimated that the benefit increases have an actuarial cost of approximately $250 million-- $65-70 million for the COLA and $175-180 million for the insurance subsidy increase.
Special Session Planned, No Higher Education Issues Expected: Governor Keating has announced that he will call the state House and Senate back into a special legislative session on June 28 to address car tag and workers compensation issues. Speaker of the House Loyd Benson has also requested that the legislature consider a bill allocating funds from the tobacco lawsuit settlement. This legislation passed the Senate but failed to be considered by the House on the last day of the regular session. At this point, there does not appear to be any issues directly related to higher education.

This is a comprehensive insurance bill which relates to various aspects of insurance; modifies the Health Care Freedom of Choice Act, authorizing the Insurance Commissioner to examine insurer’s and preferred provider organizations’ claims files; amends a section pertaining to the Disability Insurance Program for state employees. SB 400 (Stipe/Culver) - DEGREE COMPLETION/CASH AWARDS. Authorizes the Department of Corrections to provide cash awards to employees who complete the degree requirements for an associate’s, bachelor’s or master’s level program, through an accredited college or university, in the behavioral sciences; requires that the department ensure that any employee who completes one of the specific degree programs is offered an award; prohibits any single award from exceeding $1,000 and prohibits an employee from being awarded more than $2,500 during the duration of employment with the Department; limits the total of such awards to $10,000 each fiscal year; requires that any employee who accepts such cash award and voluntarily leaves employment with the department within two years must reimburse the department in full. Provides that decisions by a managed care plan to authorize or deny coverage for an emergency service shall be based on the patient presenting symptoms of sufficient severity that a reasonable and prudent layperson could expect the absence of medical attention to result in serious jeopardy to health, impairment to bodily function or dysfunction of any bodily organ or part; prohibits plans from denying an otherwise covered emergency service based solely upon lack of notification to the plan; requires plans to compensate a provider for patient screening, evaluation and examination services reasonably calculated to assist the provider in determining whether the condition of the patient requires emergency service.
