Highlights This Week

 

[Note:  We have tried to include as much of today’s final-day legislative activities as we can.  However, we will have to follow up with another update next week to catch any remaining items.]

 

Higher Education Budget Bills Pass on Last Day, $40 Million Increase Appropriated:  The Legislature finally approved two remaining higher education funding bills late in the afternoon today, the final day of the legislative session.  SB 984 and HB 2249 complete the funding picture for higher education.  A third bill, SB 980, was approved on Thursday authorizing the State Regents to spend money from two new funds that receive oil tax revenue.  If the Governor approves all three bills, higher education will receive a total of $812.1 million in state funding for FY2001, an increase of $40 million or 5.2% over the current year.  The three bills are:

§         SB 980 – authorizes the State Regents to expend $46.2 million from the Higher Education Capital Revolving Fund and $46.2 million from the Oklahoma Tuition Scholarship Revolving Fund.  Bill text at: http://www2.lsb.state.ok.us/1999-00SB/sb980_ccs.rtf

§         SB 984 – appropriates $24.3 million to the State Regents.  The revenue for this appropriation is dependent upon a provision in Section 1 of the bill accelerating the collection of sales tax revenue from large retailers.  Bill text at: http://www2.lsb.state.ok.us/1999-00SB/sb984_ccs.rtf

Bills Signed by the Governor This Week: Following are two bills of interest to higher education that were signed by the Governor this week.  For a complete list of all the bills we are tracking that were signed by the Governor, see the section below entitled “Actions on Bills This Week”:

§         HB 2728 – implements the new Oklahoma Tuition Scholarship Program; expands eligibility for the Oklahoma Higher Learning Access Program; specifies conditions for use of concurrent enrollment to meet minimum curricular requirements for high school graduation; requires coordination of spring break dates for all public schools, area vo-tech schools, and colleges.  Bill text at:  http://www2.lsb.state.ok.us/1999-00HB/hb2728_enr.rtf

15 Days for Governor to Act on Bills:  Under the Oklahoma Constitution, Governor Keating has 15 days following the end of the legislative session (which is until June 10 this year) to act on bills he receives during the last week of the session.

SB 220 (Easley/Glover) – ELECTRIC RESTRUCTURING/CLIMATOLOGICAL SURVEY/TAX ALLOCATION.  Creates the Electric Restructuring Implementation Act; authorizes the Corporation Commission to contract with the Oklahoma Climatological Survey to provide certain weather forecasting services; creates the “Oklahoma Electric Energy Tax Code”; provides for electric energy taxes and the allocation thereof; provides that 1.2 percent of taxes be allocated to two-year colleges. SB 400 (Stipe/Culver) - DEGREE COMPLETION/CASH AWARDS.  Authorizes the Department of Corrections to provide cash awards to employees who complete the degree requirements for an associate’s, bachelor’s or master’s level program, through an accredited college or university, in the behavioral sciences; requires that the department ensure that any employee who completes one of the specific degree programs is offered an award; prohibits any single award from exceeding $1,000 and prohibits an employee from being awarded more than $2,500 during the duration of employment with the Department; limits the total of such awards to $10,000 each fiscal year; requires that any employee who accepts such cash award and voluntarily leaves employment with the department within two years must reimburse the department in full.  (57 § 528.6)

SB 788 (Fisher/Wells) – REVENUE BONDS.  Requires that in order to graduate with a standard diploma, students must have three units in language arts, mathematics, science and social studies; provides that to be eligible to participate in the Oklahoma Tuition Scholarship Program, a student has to have graduated with a GPA of 3.0 or higher; repeals sections relating to diplomas of honor.  The conference committee substitute removes the minimum price for which higher education revenue bonds may be sold.  (70 § 4002)
