Highlights This Week

 

Budget Stalemate Continues as End of Session Nears: Legislative leaders were again unable to reach agreement this week on final funding decisions for the state budget.  Negotiations between the House and Senate appear to center around the Senate’s request for $40 million in additional funding for higher education and the House’s desire to spend $36 million in tobacco settlement funds for a new health care initiative proposed by House Speaker Loyd Benson.  

In addition, several hundred non-appropriation bills remain in joint conference committees.  Few bills have been considered on the legislative floors the past two weeks, and with only two weeks left in the session, the short time period could prevent the hearing of many bills.

 

 

 

Senate Committee to Consider More Nominations Monday: On Monday, May 15, the Senate Education Committee will meet at 11:00 a.m. in room 534-A at the Capitol to consider the following eleven executive nominations, which includes six appointments to higher education governing boards (the name of the appointee’s sponsoring senator in shown in parentheses):

§         Dale Covington, McAlester, to the Board of Regents of Eastern Oklahoma State College, to serve a seven-year term ending June 1, 2007, succeeding himself.  (Stipe)

§         Robert Croak, Midwest City, to the Board of Regents for Rose State College, to serve a seven-year term ending July 1, 2007, succeeding himself.  (Herbert)

SB 400 (Stipe/Culver) - DEGREE COMPLETION/CASH AWARDS.  Authorizes the Department of Corrections to provide cash awards to employees who complete the degree requirements for an associate’s, bachelor’s or master’s level program, through an accredited college or university, in the behavioral sciences; requires that the department ensure that any employee who completes one of the specific degree programs is offered an award; prohibits any single award from exceeding $1,000 and prohibits an employee from being awarded more than $2,500 during the duration of employment with the department; limits the total of such awards to $10,000 each fiscal year; requires that any employee who accepts such cash award and voluntarily leaves employment with the department within two years must reimburse the department in full.  (57 § 528.6)

SB 1139 (Crutchfield/Staggs) - TEXTBOOKS.  Amends qualifications of members of the State Textbook Committee; authorizes the Committee to insert a disclaimer into textbooks; requires that science textbooks include acknowledgment that human life was created by one God of the Universe.  The conference committee substitute prohibits more than six members of the textbook committee from being certified at the elementary level, beginning with appointment of committee members for fiscal year 2002.  (70 § 16-101)
