Highlights This Week

 

Appropriation and Fee Bills Pass Senate, Head to Governor: On Monday, the Senate approved both the General Appropriation Bill (HB 2260) and SB 1305, which increases the statutory limits on certain student fees.  Both bills passed easily and are now pending action by the Governor.

 

The General Appropriations bill, which passed by a 40-8 margin, provides $748.6 million to higher education.  This amount does not replace the $23.5 million that higher education received from the state’s Rainy Day Fund for the current fiscal year.  Replacement of these funds will be considered by the Legislature during the remaining weeks of the legislative session.

 

The Senate approved SB 1305 by a 41-4 vote.  The bill increases the statutory limitations on three student fees—library fees, facility fees, and student health care fees.

Senate Committee to Consider Higher Education Nominees:  On Monday, April 24, the Senate Education Committee will consider the nomination of ten appointees to higher education boards.  Nominations approved by the committee will be forwarded for consideration by the full Senate.  Below is the agenda for Monday’s meeting.

Governor Announces Additional Governing Board Appointments:  On Wednesday, Governor Keating announced the following additional appointments which will be considered for confirmation by the Senate:

§         Cheryl Hunter, of Edmond, to the Oklahoma State Regents for Higher Education, to a term ending May 16, 2009, succeeding Robert McCormick.

§         Tom Hoskison, of Oklahoma City, to the Board of Regents for Oklahoma City Community College, to a term ending April 22, 2007, succeeding John Williams.

§         Ray Young, of Yukon, to the Board of Regents for Redlands Community College, to a term ending April 22, 2007, succeeding Judith Thompson.

§         Steve Poag, of Chickasha, to the Board of Regents for Oklahoma Colleges, to a term ending June 10, 2002, succeeding Gene Nelson.

§         Casey Killblanc, of Davis, to the Board of Regents for Oklahoma Colleges, to a term ending June 10, 2009, succeeding Joe Hemphill.

§         David Trojan, of Enid, re-appointed to the Board of Regents for Northen Oklahoma College, for a term ending June 30, 2005.

Science and Technology Advisory Council Members Announced:  This week the Governor also announced his appointments to the Oklahoma Science and Technology Advisory Council.  Appointees include:

§         Dr. Skip Porter, of Norman (Chair)

§         Howard Barnett, of Tulsa

§         Bill Burgess, of Lawton

§         Frank McPherson, of Oklahoma City

§         Gene Rainbolt, of Oklahoma City

§         Pete Boylan, of Tulsa

§         Bill Hagstrom, of Edmond

Senate confirmation is not required for the nominations. 

The Council was created by Governor Keating by executive order (#2000-05) on March 9.  The order calls for the Council to advise the Governor on the implementation of a science and technology strategy for the state.   Among the listed duties for the Council are:

ü      Recommending policies to take advantage of strategic, targeted opportunities;

ü      Proposing policies that promote technology development;

ü      Proposing and analyzing policies to encourage the availability of venture capital and commercial lending;

ü      Making recommendations to improve the state’s competitive position in the areas of science, research, and technology development;

ü      Exploring ways to increase international trade to benefit Oklahoma’s technology and telecommunications industries.

As the Secretary of Science and Technology Development, Dr. W. Arthur “Skip” Porter serves as chair of the Council.

SB 400 (Stipe/Culver) - DEGREE COMPLETION/CASH AWARDS.  Authorizes the Department of Corrections to provide cash awards to employees who complete the degree requirements for an associate’s, bachelor’s or master’s level program, through an accredited college or university, in the behavioral sciences; requires that the department ensure that any employee who completes one of the specific degree programs is offered an award; prohibits any single award from exceeding $1,000 and prohibits an employee from being awarded more than $2,500 during the duration of employment with the department; limits the total of such awards to $10,000 each fiscal year; requires that any employee who accepts such cash award and voluntarily leaves employment with the department within two years must reimburse the department in full.  (57 § 528.6)

SB 1015 (Williams/Roberts) - DIPLOMA OF HONOR.  Provides that a school district shall not be required to offer every course listed in core curriculum requirements, but must offer a sufficient course selection to allow a student to meet graduation requirements; provides that a school district not be responsible for tuition for concurrent courses unless the district does not offer enough course selection to meet graduation requirements; specifies graduation requirements for correspondence courses, individualized education programs, and charter schools.  The amendment adds language providing for the awarding of academic credit for graduation requirements for certain vo-tech courses.  (70 §§ 11-103.6, 3-136)
