Highlights This Week
Faculty Employment Bill Fails on Tie Vote in House Committee:A bill which would have required institution governing boards to ensure that faculty are given reasons for any adverse employment decisions failed to pass the House Education Committee on Tuesday. The vote on SB 382, by Sen. Bernest Cain (D – OKC) and Rep. Opio Toure (D – OKC), tied at 15 ayes, 15 nays. Bills must receive a majority of the votes cast to be approved.
The bill passed the Senate in the 1999 session, but was not considered in the House Education Committee at that time. The bill was carried over into the 2000 session.

Tuition Scholarship Bill Approved by Senate Education Committee: HB 2728, which includes the implementation of a new Oklahoma Tuition Scholarship Program, passed the Senate Education Committee Monday after lengthy discussion. The vote on the bill was 10 aye, 6 nay, with all Republican members of the committee voting against the bill. At least two amendments offered by Republican committee members were rejected. One related to language in the bill that the Republicans argued might weaken high school graduation curriculum standards. The other amendment sought to put in place minimum requirements of at least a 3.25 high school GPA and a 26 ACT score for eligibility for the new scholarship.
As passed by the Senate Education Committee, the provisions in the bill related to the Oklahoma Tuition Scholarship Program are much different than those in the bill as passed earlier by the House.

The bill next heads to the Senate floor. If the bill is passed by the Senate, it is expected to be assigned to a joint House and Senate conference committee to work on a final version.
Student Fee Bill Passes House Budget Committee: A bill increasing the statutory limit on three student fees passed the House Appropriations and Budget Committee on Wednesday. SB 1305 would increase the library automation fee limit from $1.50 to $2.25 per credit hour, the student facility fee limit from $4.30 to $7.30 per credit hour, and the student health care fee limit from $46.00 to $54.00 per semester.

Gubernatorial Nominations: Following are education nominations announced this week by the Governor’s office:
§ Ronald Looney, 63, was reappointed to the Board of Regents for Tulsa Community College to serve a term ending June 30, 2007. Senate confirmation is required.
§ Joel Sander, 48, of Tulsa was named to the Board of Trustees for OSU-Tulsa to serve a term ending June 30, 2007, succeeding Dorothy Dewitty. Senate confirmation is required.
§ Deanna Reed of Poteau was reappointed to the Board of Regents for Carl Albert State College to serve a term ending July 1, 2006. Senate confirmation is required.
§ Ron Shamblin, 58, of Enid was named to the State Board of Education to serve a term ending April 1, 2006, succeeding Mike Mitchell. Shamblin is General Manager of Nothrop Grumman in Enid. Senate confirmation is required.
§ Scott Davis, 37, of Bristow was named to the Vocational and Technical Education Board to serve a term ending April 1, 2006, succeeding Pam Sitton. Davis is Vice-President of Express Personel Services. Senate confirmation is required.
§ Christopher Turner, 41, of Oklahoma City was named to Oklahoma Futures to serve a term ending July 1, 2004, succeeding Ron Mercer. Senate confirmation is required.
§ Mallory Van Horn, 28, of Oklahoma City was named to the Oklahoma Workforce Investment Board to serve a term expiring January 13, 2003. This is a new position.
