Highlights This Week

 

Senate Education Committee to Discuss Oklahoma Tuition Scholarship for 3rd Week: The agenda for the Monday, March 27, meeting of the Senate Education Committee will include HB 2728 for the third week in a row.  The bill, which also addresses other issues created by HB 1759 from last year, would implement a new Oklahoma Tuition Scholarship Program (OTSP).  The bill is authored by House Speaker Loyd Benson and Senate President Pro Tempore Stratton Taylor.  In the version of the bill passed earlier this session by the House, students eligible for the scholarship would have to meet the following criteria:

ü      Completion of new standard high school graduation curricular requirements as defined in the bill as well as meeting college admission curricular and performance requirements

ü      High school class ranking in the top 15 percent

ü      A 3.25 overall high school GPA

ü      A score of at least 26 on the ACT test

ü      Family income of less than $70,000

HB 2728 was first discussed at the March 13 meeting of the Senate Education Committee.  At that meeting, Sen. Cal Hobson (D – Lexington), who is handling the bill in committee, broadened discussion of the OTSP to consider the possibility of combining it with an existing scholarship program—the Oklahoma Higher Learning Access Program (OHLAP).  OHLAP allows students in the 8th, 9th, or 10th grade, whose family income is less than $32,000, to earn a tuition scholarship by completing a 17-unit core curriculum with at least a 2.5 GPA and maintaining certain conduct standards.

At the March 13 meeting, Senate staff presented information showing how a multi-level scholarship award structure might be used to combine the programs:

Level 1 Award – tuition only – 2.5 GPA in the required core (similar to current OHLAP)

Level 2 Award – tuition plus $200 – 3.0 GPA and at least 23 ACT score

Level 3 Award – tuition plus $400 – 3.5 GPA and at least 27 ACT score

The committee also reviewed information on the academic performance of current OHLAP scholarship recipients.

On March 20 the committee reviewed various cost estimates of the expanded proposal based on different levels of family income eligibility.  Under scenarios currently being considered, high school graduates of 2003 would be the first students eligible for scholarships under the OSTP.  Therefore, funding of the first scholarships would not be necessary until fiscal year 2004.

HB 2728 is on the agenda for the Senate Education Committee again for March 27.  The bill is expected to be discussed and then voted upon by the full committee.

 

Committee Action Deadline March 30:  Thursday, March 30, marks the deadline for bills to be passed out of committee in the opposite house (Senate bills from House committees and vice-versa).
