Highlights This Week
House Forwards Teacher Retiree COLA: On Tuesday, the Oklahoma
House of Representatives passed HB 2507 which would grant retirees of the
Oklahoma Teachers Retirements System (OTRS) an average increase in retirement
benefits of about 2.5% effective July 1.
The bill passed unanimously, 96-0.
The additional benefit is estimated to increase the unfunded actuarial
liability of the retirement system by about $71 million.
Governor Creates Science and
Technology Council: On March 9,
Governor Frank Keating issued Executive Order #2000-05 establishing the
Oklahoma Science and Technology Advisory Council. The order calls for the Council to advise the Governor on the
implementation of a science and technology strategy for the state. Among the listed duties for the Council
are:
ü
Recommending policies to take advantage of strategic,
targeted opportunities;
ü
Proposing policies that promote technology development;
ü
Proposing and analyzing policies to encourage the
availability of venture capital and commercial lending;
ü
Making recommendations to improve the state’s
competitive position in the areas of science, research, and technology
development;
ü
Exploring ways to increase international trade to
benefit Oklahoma’s technology and telecommunications industries.
The board will consist of seven
members appointed by the Governor. The
Chair of the council is to be the Secretary of Science and Technology
Development, a position currently held by Dr. W. Arthur “Skip” Porter.
New Oil Tax Funds Receive March
Deposit: The new Higher
Education Capital Fund and the Oklahoma Tuition Scholarship Fund, both created
last year to receive revenue from the gross production tax on oil, each
received a deposit of over $2.1 million this month. The deposits increase the total cash balances in each fund to
$17.1 million.
Gubernatorial Nominations: The Governor announced the following
nominations this week:
Ø Claud
Evans, 56, of Okemah was reappointed to the Board of Regents for the Oklahoma Agricultural
and Mechanical Colleges to serve a term ending April 4, 2008.
Ø John
Hester, 52, of Frederick was reappointed to the Board of Regents of Western
State College to serve a term ending March 24, 2007.
Ø Michael
Hobson, 46, of Ardmore was named to the Board of Regents of Murray State College
to serve a term ending June 1, 2005, succeeding Wade Watkins.
Ø Patrick
Rooney of Oklahoma City was reappointed to the Oklahoma Student Loan Authority
to serve a term ending April 6, 2005.
The nominations are subject to confirmation by the
Oklahoma Senate.
