Highlights This Week
Legislative Leaders Address Higher Education Day Crowd: On Tuesday, Higher Education Day at the Capitol, House Speaker Loyd Benson and State Senator Cal Hobson spoke encouraging words to the standing-room-only crowd of college students and higher education officials gathered in the House Chamber. Speaker Benson praised higher education as the “economic engine of the state”. He also urged the crowd to maintain higher education’s commitment to both access for students and retention of those students once in college. He cautioned that the state should focus its available resources on investments in education rather than tax cuts that reduce the state’s funding base.
Sen. Cal Hobson, Chair of the Senate Appropriations Subcommittee on Education, said that despite passage of the teacher pay bill, the Legislature had not “spent all the money yet.” He encouraged those attending to continue their efforts in advocating higher education’s needs at the Capitol. He also thanked higher education for its support of HB 1017 in the past and its recognition of the need to raise public school teacher salaries.
State Employee Pay Increase Likely to Pass Soon: A bill authorizing a $2,000 salary increase for all state employees may be on the Governor’s desk within a few weeks. On Wednesday, the Senate passed HB 2021 out of committee and off the Senate floor as state workers rallied at the Capitol. The bill will now go to a conference committee for final drafting. Senate President Pro Tempore Stratton Taylor said the bill could be sent to the Governor in as little as two weeks. The measure is expected to cost at least $40 million and could be more depending on final details. On Wednesday, the Governor also indicated that he would sign the bill if sufficient funding is provided.
Tuition Scholarship Bill Passes Full House: On Tuesday, the House of Representatives approved HB 2728, the bill that would modify and implement the Oklahoma Tuition Scholarship Program. SENATE BILLS
SB 788 (Fisher/Kinnamon) - TUITION SCHOLARSHIP. Establishes the Special Needs Scholarship Program under the authority of the State Regents for students who declare an intention to serve and who subsequently serve this state by teaching four years of secondary math or science or special education or shortage areas as determined by the Regents; provides that persons failing to meet requirements shall be liable for the sum of all scholarships received; requires execution of appropriate contracts and promissory notes. The committee substitute requires that in order to graduate with a standard diploma, students must have three units in language arts, mathematics, science and social studies; provides that to be eligible to participate in the Oklahoma Tuition Scholarship Program, a student has to have graduated with a GPA of 3.0 or higher; repeals sections relating to diplomas of honor. SB 1230 (Horner/Stites) - Oklahoma Higher Learning Access Program (OHLAP). Renames the “Oklahoma Higher Learning Access Act” (OHLAP) as the “Oklahoma Plan Ahead Student Scholarship Act”; allows Oklahoma residents attending a public high school in a bordering state pursuant to approval of the State Board of Education to participate in the program upon approval of the Chancellor.
