Highlights This Week
Remedial Education Draws Attention: At least three bills being considered by legislative committees contain provisions related to remedial education. Two of the bills call for the elimination of remedial courses at four-year universities. The other calls for reducing the percentage of students entering college that need remedial courses to 10%.
· HB 1710 by Rep. Carolyn Coleman (R - Moore), was approved Wednesday by the Higher Education Subcommittee of the House Education Committee. In its introduced version (http://www.lsb.state.ok.us/1999-00HB/HB1710_int.rtf), the bill called for the elimination of all remedial courses at comprehensive and four-year universities by 2001. However, the subcommittee considered and approved a committee substitute version which references only comprehensive universities:
"It is the intent of the Legislature that by the fall of the 2001-2002 school year, all remedial courses in the comprehensive universities shall be terminated."
The bill will next be heard in the
full House Education Committee.
· SB 1594 by Sen. Kathleen Wilcoxson (R- Oklahoma City) sets general achievement standards for common education, vocational-technical education, and higher education. One of the goals for higher education is that no more than 10% of students entering college within five years of high school graduation require remedial courses. Currently about 39% of first-time freshmen take remedial courses. The other higher education goal is a “college completion” rate of at least 50% within six years for students who enter as freshmen. The bill is scheduled for a hearing in the Senate Education Committee on Monday, February 21.

· SB 1499 by Sen. Charles Ford (R – Tulsa) is entitled the "LearnPower 2000 Act" and contains numerous education proposals of Governor Keating and the Republican caucus. The bill was considered briefly Wednesday by the Senate Appropriations Subcommittee on Education. Sen. Ford and Secretary of Education Floyd Coppedge provided an overview of the bill. However, due to lack of time, Subcommittee Chair Sen. Cal Hobson, asked that discussion of the bill be continued on Monday, February 21, at the subcommittee’s next meeting (see agenda under “Upcoming Meetings/Activities”). Issues in the bill include:
ü funding incentives for high schools that have students complete a "4 X 4" curriculum (using courses required for college admissions) - Section 9
ü forgivable teacher loan program - Section 10
ü advanced placement courses - Section 12
ü Legislative intent language to eliminate all remedial courses at comprehensive universities by the 2001-2002 year and at the other four-year universities by 2005-2005 - Section 13
ü high school core curriculum requirements (modifying HB 1759) - Section 14
ü modifying requirements for the diploma with honor (HB 1759) - Section 15
ü K-12 student assessment, including a requirement that all students take the ACT test prior to high school graduation - Section 20

States legislative intent that the State Regents allocate $1 million in support of each Nobel Laureate, $500,000 in support of each Hughes Investigator and $250,000 in support of each National Science Foundation Fellow employed at institutions of the State System; authorizes the Oklahoma Center for the Advancement of Science and Technology (OCAST) to contract for establishment, management and oversight of special projects in technology transfer.
