Governor Announces Budget Proposals: On Monday, Governor Frank Keating delivered his State of the State address and submitted his FY2001 budget recommendations to the Legislature. Following are the funding adjustments recommended for higher education:

Other Items in the Governor’s Budget:
· In addition to the total of $13.6 million in “savings from efficiencies” from higher education in FY2001, the Governor proposes cutting higher education by $2.3 million for the remainder of the current FY2000 fiscal year. This reduction is part of a proposed overall cut of $10 million from all state agencies in FY2000.
· The Governor recommends a $250 million higher education capital bond program—designating $30 million for a meteorological studies facility in Norman, $25 million for the OU/OSU Graduate Research and Education Center in Tulsa, $4 million for the Northern Oklahoma College campus in Enid, and the remaining $191 million unspecified.
· The Governor proposes that the three education funds created last session to receive oil tax revenue (Common Education Technology Fund, Higher Education Capital Fund, and Oklahoma Tuition Scholarship Fund) be consolidated into a single new dedicated education fund “to be used to fund various education initiatives.” These funds total about $83 million in the overall budget.
· The Governor’s recommendations for supplemental appropriations for the current FY2000 fiscal year include $500,000 for the Northern Oklahoma College campus in Enid and $750,000 through the Department of Commerce for start-up costs of the Langston Entrepreneurial Center. The budget further recommends $2.5 million for the Langston Entrepreneurial Center in FY2001 for on-going operations.
Governor’s Long-term Goals Related to Higher Education:
· ACT scores should exceed the national average by 2005.
· One-third of all Oklahomans should have a college degree by 2010.

Teacher Pay Bill Heads to Senate: On Wednesday, the Oklahoma House of Representatives overwhelmingly approved a bill that would give all public school teachers and other certified personnel a $3,000 pay increase. The bill, which passed by a 92-2 margin, included nearly $165 million in appropriations to pay for the increase. The bill was amended on the House floor to include sections authorizing a $2,500 state employee salary increase, an additional $2,000 salary increase for math and science teachers, and a prescription drug program for senior citizens. The bill now moves to the Senate which is expected to pass the bill on Monday and then send the bill to a conference committee where a final version will be drafted. The final version of the bill will likely be voted on next Wednesday, as thousands of public school teachers rally at the Capitol.
