JOB DESCRIPTION
Coordinator of School Improvement
BASIC JOB DESCRIPTION
Carry out the responsibilities involved with the design, development, implementation, coordination, and evaluation of the Office of Accountability’s School Performance Review Program.
TYPICAL FUNCTIONS
- Plans, organizes, and coordinates the procurement of services for school performance reviews and related follow-up services;
- Develops and implements agency policies, procedures, protocols, rules, regulations, and standards related to the school performance review program;
- Conducts public relations activities for school boards, administrators, and staff at local board meetings, professional development sessions, administrator meetings, and conferences in order to recruit districts to the program;
- Develops contract specifications, requests for proposals, and evaluation instruments;
- Evaluates contractor and consultant proposals;
- Works with vendors, contractors, and consultants throughout the review process including: (a) implementing the contract; (b) reviewing district operations onsite; (c) delivering, editing, and presenting review reports; and (d) processing invoices;
- Represents the agency during onsite evaluations, meetings, presentations, and other functions related to the program;
- Edits reports and communicates with vendors, contractors, and consultants regarding necessary changes, additions, deletions, and additional areas of investigation in the review reports;
- Oversees the formatting, printing, binding, and distribution of the final review reports;
- Maintains program records including archiving the work papers, drafts, and notes;
- Evaluates vendor, contractor, and consultant performance and deliverables;
- Serves on committees and boards related to education and the review program; and
- Ensures compliance with applicable federal, state, and agency regulations.
KNOWLEDGE, SKILLS, AND ABILITIES
All applicants should have knowledge of and/or experience in common education and the various areas of public school operations including: (a) management, personnel, and communications; (b) instructional delivery; (c) business operations; (d) facility use and management; (e) safety and security; (f) food services; (g) technology; and (h) transportation.
Applicants should possess knowledge and skills in English grammar and composition, the editing process, and business and technical writing. Applicant skills should include use of Microsoft Word (advanced), Excel, and PowerPoint. Applicants should have an outgoing personality and the ability to effectively communicate both orally and in writing and to establish and maintain effective working relationships with others.
EDUCATION AND EXPERIENCE
A bachelor’s degree and background in education are required. Preference will be given to applicants with a master’s degree and/or experience in public school administration, and/or business/technical writing.
SPECIAL REQUIREMENTS
Applicant must be willing and able to fulfill all job-related travel normally associated with this position.
SALARY RANGE
Annual salary $45,000 to $60,000 commensurate with education and experience. Benefits package is similar to that provided to employees of the State Regents for Higher Education.

Fiscal Analyst

ESSENTIAL FUNCTION
Review, compile, edit and analyze fiscal and programmatic data.
RESPONSIBILITIES AND DUTIES
- Research, compile, and analyze all fiscal and programmatic records related to tuition and fees and compile Tuition Impact Analysis Report.
- Conduct annual Tuition Compliance Audit.
- Research, compile, and analyze the annual E&G Summary and Analysis Report and other annual reports as required.
- Research, compile, and analyze data related to other fiscal issues and reports.
- Transmit surveys to institutions for reporting information via web-based system. Analyze data and assist with compilation of reports.
- Research, analyze, and edit fiscal policies for necessary updates and prepare edited reports and publications for submission to the Board of Regents.
- Assist with editing and compiling fiscal reports and projects as assigned.
- Compile and analyze annual award amount for the Teacher Shortage Employment Incentive Program.
- Attend meetings related to fiscal issues and grant programs as assigned.
- Research and analyze fiscal impact of legislative bills.
- Compile fiscal data, charts, reports, etc. related to legislative inquiries and national higher education surveys and inquiries.
- Performs other similar duties and assignments as assigned.
POSITION QUALIFICATIONS
Minimum qualifications: Bachelor's degree and five (5) years related experience. Successful applicant must have excellent computer software skills (Microsoft Word, Excel, PowerPoint), writing, and interpersonal skills.
SUPERVISION
The employee performs work under the supervision of the Associate Vice Chancellor for Budget & Finance.

Network Technician I
Position #100199
Non-Exempt
ESSENTIAL FUNCTION
This individual will provide field network technical support through OneNet Statewide Network. This individual will be responsible for set up of new clients on the network as well as provide technical support for existing clients and perform maintenance tasks on network equipment.
RESPONSIBILITIES AND DUTIES
- Cable installation, connecting 56Kb, T1, DS-3 and Ethernet circuits to bring new clients online.
- Telnet connections to Cisco Routers to verify circuit and port status.
- Assist clients with circuit connectivity and equipment configuration.
- Perform preventative maintenance on CSU, computers, routers and lightwave equipment.
- Assists the team effort to monitor the statewide network around the clock.
- Coordinate with telephone companies to troubleshoot problems with client circuits.
- Assisting with configuration, management, and upgrades to software and hardware at hub sites.
- Perform outside plant cable locates in unimproved, rough terrain as needed.
- Other similar duties as assigned.
QUALIFICATIONS
High school diploma or GED required. Two (2) years college-level courses preferred. Excellent oral and written communication skills required. Ability to communicate and interact effectively with clients on the telephone and in-person required. Must hold a valid Oklahoma driver’s license. Some nighttime travel required.
Physical demands include the ability to bend, crouch, stoop, sit and/or lift objects weighing 45 pounds or more. Must use the proper manual equipment including but not limited to dollies and carts. The ability to perform cable locates in rough, unimproved terrain is required. Some extended hours including evenings and weekends for emergency maintenance is required.
Knowledge of basic electronics and telecommunications preferred. Working experience with Local Area Networks, Wide Area Networks and the telephone industry highly preferred. An understanding of TCP/IP communications preferred. The employee must be available by phone before, after and during regular office hours and must provide his/her own cell phone and cell phone service.

ESSENTIAL FUNCTION
Provide clerical support to the Recoveries Department.
RESPONSIBILITIES AND DUTIES
- Data entry on CAPS and EAGLE on internal and external accounts.
- Demographic updates on Eagle received from external agencies.
- Assist with the external placement process.
- Proof documents for accuracy, demographic, CAPS and EAGLE data.
- Fax and/or mail documents/reports to schools and lenders.
- Update and maintain multiple departmental spreadsheets.
- Process agency return mail.
- Assist with entering and delivery of incoming correspondence.
- Switchboard duties.
- Other similar duties as assigned.
POSITION QUALIFICATIONS
High school diploma or GED required. Associate degree or a combination of post secondary education and job related experience preferred. Good data entry skills and ten key by touch, MS Word, MS Excel and EAGLE experience highly desirable.
Must have attention to detail with good organizational skills and the ability to prioritize tasks. Must have the ability to complete work with very little supervision in a high production atmosphere and work effectively with all levels of personnel.

Research Analyst

ESSENTIAL FUNCTION
This individual will prepare materials required for State Regents’ board and committee meetings and conduct applied research and analysis. Data produced are used to make policy decisions for the Oklahoma State System of Higher Education and fulfill ad hoc requests from the legislature, media, and public.
RESPONSIBILITIES AND DUTIES
- Review raw data, verify it for accuracy, provide analysis, and write reports that include summary tables, graphs, and charts.
- Analyze technical information from various sources and write reports, analyses, summaries, and histories as assigned.
- Research and analyze topics and write reports as assigned.
- Conduct surveys, collect data, tabulate, analyze, and display data.
- Compose correspondence to furnish or request information.
- Respond to quick-turnaround research requests from Chancellor, Vice Chancellor, Research Director, Communications staff and Legislative Affairs, and directly from Regents.
- Serve as staff liaison to local, state, and national organizations as needed.
- Review and summarize state and national reports as assigned.
- Create and maintain a variety of databases.
- Responsible for a number of annual reports, such as Student
- Remediation, Degrees Conferred, and Teacher Education Admission Survey.
- Other similar duties as assigned.
POSITION QUALIFICATIONS
Master’s degree in related area or bachelor’s degree and related research experience are required. Knowledge of Oklahoma higher education system is desired. Must have proven analytical, problem solving, organizational, and verbal and written communication skills. Must be proficient in spreadsheet and word processing applications. Experience with SPSS, SAS, or other query applications is required. Some extended hours and minimal travel are required.
