Authority for the administration of Title II, Part A funds, as well as the identification and evaluation of grant proposals, resides with each state. In Oklahoma, the Oklahoma State Regents for Higher Education have been authorized to receive and distribute the federal funds that are appropriated for use by institutions of higher education in partnership with local education agencies. The chancellor for higher education acts on behalf of the State Regents for the solicitation and selection of grant proposals.
The intent of the NCLB is to support proposals that: (1) provide long-term, sustained, high-quality professional development for Oklahoma’s K-12 teachers, (2) provide access to teachers in high-need LEAs, (3) result in change of teacher practice or teachers content knowledge that increases student achievement in the classroom and (4) strengthen collaboration between faculties of institutions of higher education and among other partners in the program.
The deadline to submit 2009 NCLB Improving Teacher Quality grant proposal is Oct. 3, 2008.

Eligible Partnership
In accordance with federal statute, the State Regents award Title II, Part A grants to eligible partnerships. A partnership must include, at a minimum: (1) a private or public institution of higher education (IHE) and the division of the institution that prepares teachers and principals; (2) a school of arts and sciences that awards baccalaureate degrees; AND (3) a high-need local education agency (LEA). The education department (Partner #1) and the school of arts and sciences (Partner #2) may be housed within the same IHE.
The partnerships will use the funds to conduct professional development activities in core academic subjects to ensure that teachers, highly qualified paraprofessionals and (if appropriate) principals have subject-matter knowledge in the academic subjects they teach, including computer-related technology to enhance instruction.
A high-need LEA is defined by the U.S. Department of Education as: (A) an LEA that serves not fewer than 10,000 children from families with incomes below the poverty line OR for which not less than 20 percent of the children served by the agency are from families with incomes below the poverty line AND (B) an LEA for which there is a high percentage of teachers not teaching in the academic subjects or grade levels that the teachers were trained to teach OR for which there is a high percentage of teachers with emergency, provisional or temporary certification or licensing.

2009 NCLB Technical Assistance Meeting
A technical assistance meeting will be held on Sept. 5, 2008, at the offices of the State Regents in Oklahoma City from 10 a.m. to noon. This meeting will serve as a question-and-answer session for potential grant applicants. It will also include a review of the overall grant requirements, high-need areas, the SDE School Improvement Schools list for 2007 and criteria for scientifically researched-based pre- and post assessment. Please RSVP no later than 3 p.m. on Aug. 29, 2008, if you are planning to attend the meeting.

2009 NCLB Panel Review Selection Process
All grants will be awarded on a competitive basis. All proposals that satisfy minimum eligibility criteria as defined in the Request for Proposal (RFP) will be evaluated and rated by a panel of readers on the basis of established criteria. Proposals that do not satisfy the minimum requirement will not be forwarded to a panel review process. The review panels will consist of representatives from: (1) higher education institutions, (2) elementary and secondary schools and (3) public or private business sector.
If you are interested in serving on the reviewer panel, please e-mail your request to Saeed Sarani, ssarani@osrhe.edu, no later than Sept. 19, 2008. No request will be accepted after the deadline. State Regents staff will make the final selections based on rating and geographic distribution. If selected, you will receive a $150 honorarium after submission all the required paperwork.
