Description
The Council on Grantsmanship and Research is a group of sponsored program officers and grant writers from Oklahoma’s regional universities. The council was formed as an outcome of the Oklahoma universities and colleges grant administrators’ meeting hosted by the Oklahoma State Regents for Higher Education in July 2004.
The organization focuses on the importance of using external funding as a means to drive intellectual capital on campuses and as a means to support high-quality learning experiences for students. The organization encourages its members to maximize the successful pursuit of funding opportunities through collaboration. The council provides a network of support to advance grantsmanship and research activities among Oklahoma’s undergraduate institutions of higher education.
The council meets once each semester at rotating university campuses. All officers of Oklahoma’s regional university sponsored programs offices are encouraged to become members of the Council on Grantsmanship and Research.

Council on Grantsmanship and Research Spring 2009 Meeting
The Council on Grantsmanship and Research (CGR) met on the campus of Southwestern Oklahoma State University on April 2, 2009. The SWOSU Office of Sponsored Programs hosted the spring meeting. CGR has a meeting each fall and each spring. SWOSU Provost Blake Sonobe opened the meeting with a welcome to the CGR membership.
The mission of this council is to provide a network of support to advance grantsmanship and research among Oklahoma’s undergraduate institutions of higher education. The council discusses different external funding institutional policies and procedures, identifies potential funding sources and collaborative opportunities, analyzes funding trends, highlights barriers and opportunities to increase grantsmanship and research on Oklahoma campuses, and engages in professional development.
Guest presenters at the April 2 meeting were Brian Lopina and Robert J. Horn of Patton Boggs LLP, attorneys at law, in Washington, D.C. They spoke on the American Recovery and Reinvestment Act (ARRA) Stimulus Funding Opportunities and how regional universities might participate.

Call for Collaborations - Oklahoma State University, University Multispectral Laboratories
The Oklahoma State University, University Multispectral Laboratories is a national center for research, development, evaluation, training and certification established as a government-owned, contractor-operated (GOCO) facility and organized as a non-profit (501(c)3) limited liability corporation. In Oklahoma, $170 million is invested by private, state and federal entities for advanced technology development infrastructure. The UML implements cost, capabilities and results efficiencies that revolutionalize national preparedness, defense, energy, and intelligence operational technologies and tactics through:
- Expediting delivery of operational capabilities to end-users and operators.
- Enabling innovation.
- Diversifying performance base by incorporating under represented institutions and small business.
- Expanding capacities.
- Enhancing capabilities.
- Ensuring safety and security.
- Minimizing risk while maximizing value.
Most of the work is done for the Department of Homeland Security. UML welcomes potential collaborations.
